Facility Security Officer (FSO) support

What does a Facility Security Officer (FSO) do?
An FSO runs a cleared contractor's Industrial Security Program under the NISPOM: the policies, the records, the training, the Insider Threat Program, and the relationship with DCSA. Every cleared facility must appoint one. Northbend Compliance Services serves as, or supports, that role.
Do you replace our FSO or support the one we have?
Either. We can serve as a fractional FSO for a facility that does not have one, or back up and support an existing FSO and their program, handling the documentation, records, and coordination so nothing slips.
Do you handle the cybersecurity side of our facility?
No. We support the FSO and the Industrial Security Program: personnel and physical security, NISPOM compliance, and the program documentation. Cybersecurity implementation is handled by your IT team or cybersecurity provider. We coordinate with them where the programs overlap.
What is NISPOM?
The National Industrial Security Program Operating Manual, codified at 32 CFR Part 117, is the rulebook for how cleared contractors protect classified information. It establishes the FSO role, the Insider Threat and SETA requirements, the self-inspection, and the records a cleared facility must keep.
